Black Sea Petroleum LLC was founded in 2022 for the purpose of implementing the construction and further operation of the Kulevi Oil Refinery.

Oil refineries play a significant role in Georgia's economic development, including: creating job opportunities, export potential, supporting other economic sectors such as transport, manufacturing, and agriculture by supplying fuel and petrochemical products. Additionally, attracting investments - sending a signal of industrial maturity and infrastructure development, which could attract additional foreign direct investments in the energy sector.

The main strong point of the Kulevi Oil Refinery is its geographical location of Georgia - proximity to raw material and sales markets, the geographical location of the refinery - the Black Sea coast, proximity to major transport hubs - the Kulevi terminal - 2 kilometers, which can accept and load both rail and sea transport. It is also important to have backup options that can be used in the event of an emergency - the Poti port - 30 kilometers, the Supsa Oil Terminal (the last point of the Baku-Supsa oil pipeline) 55 kilometers, the Batumi port - 100 kilometers.
To receive Crude Oil - the company needs a maximum of 3-4 days by rail from Baku, and a maximum of 2 days by sea from the sea terminal of CPC.
Delivery of sold products to the main export markets (by sea transport): Turkey, Romania (naphtha) – 1-2 days; Mediterranean region countries (naphtha, diesel) - Greece - 4-5 days, Italy - 5-6 days, Spain - 8-9 days and France from the Atlantic Ocean side - 12-14 days; USA (fuel oil) - maximum 20-21 days.
Kulevi Oil Refinery was designed by the experts of the field. They developed both - a detailed architectural and technological project for the first stage, and a master plan for the development of production for all stages.
The project technological part successfully passed the technical audit.
The existing project fully takes into account international standards and the requirements of Georgian legislation, based on this, the company received an environmental impact assessment document from the state agencies, underwent architectural and technological expertise and a corresponding construction permit, as well as a license for the processing of crude oil and petroleum products was issued.
Monitoring of production construction and assembly-installation works is carried out by the company CMC. CMC - Construction Project Management Company is the first and largest construction management company in Georgia, and its history dates back to a decade. The company's portfolio includes 77 completed and 18 ongoing projects, the total investment volume of which exceeds 2 billion dollars.
